Connecticut: An Act Concerning School Discipline (SB 380)

SB 380 would require services for certain youth who receive out-of-school suspensions, revise notification procedures following the arrest of a student, clarify school resource officer reporting requirements, require the Social and Emotional Learning and School Climate Advisory Collaborative to development of standards for a school climate survey and a model school climate improvement plan, require the school survey to meet the standards developed by the collaborative, allow school climate specialists to incorporate the school climate improvement plan for specialist’s school, require the Department of Education to report the number of acts of bullying, and appoint a director of school climate improvement. In the 2022-23 school year, student expulsions rose 31% and out-of-school suspension increased by 14.4% compared to the 2018-19 pre-pandemic year in Connecticut. This legislation addresses the alarming data and would provide school educators and administrators with the tools required to create supportive and inclusive learning environments.
