There is a growing body of research showing the long-term harm caused by school suspension and expulsion, especially during the early years of a child’s life. Preschool experiences create the early foundation for future learning, health, and wellness. Research shows that suspension and expulsion during early years negatively impacts social and emotional development, health, and education. Young students who are expelled or suspended are 10 times more likely to drop out of high school, experience academic failure and grade retention, express negative attitudes towards school, and be incarcerated later in life. This bill would create new provisions around suspension and expulsion for preschool aged children, require increased data collection, develop state guidelines and provide staff training for preschool programs with high rates of suspension and expulsion.
