Oregon Senate Bill 790

Oregon Senate Bill 790 would modify the definition of “abuse” for purposes of child abuse to include violations of existing laws prohibiting infliction of corporal punishment and use of restraint and seclusion on students. The legislation would provide officials at the Oregon Department of Human Services Office of Training, Investigations and Safety (OTIS) broader latitude to intervene when allegations of child abuse in schools by school employees, volunteers, or contractors are reported. This Act is being declared necessary for immediate preservation of the public peace, health and safety. Therefore, an emergency is declared to exist, which means it would take effect on its passage. Increasing evidence shows that restraint and seclusion are ineffective and cause significant emotional and physical harm.
